Over 200 scientists from the region have united to form the Science Panel for the Amazon (SPA)

In response to the challenges facing the Amazon, a group of over 200 scientists from the region have united to form the Science Panel for the Amazon (SPA). In the coming months, the Panel will issue a comprehensive, first-of-its-kind scientific assessment of the state of the Amazon, current trends, and recommendations for the long-term well-being of the ecosystem and its people.

Recently, a draft version of the document has been released for public consultation. We encourage stakeholders to provide meaningful input to aid the development of a better and more complete report. We invite feedback on how the content can be improved from individuals and organizations, from all sectors including government, companies, academia, civil society, social movements, and international organizations. Full details on how to participate can be found on the SPA website.

Em resposta aos desafios que a Amazônia enfrenta, um grupo de mais de 200 cientistas especialistas em assuntos amazônicos se uniram para formar o Painel Científico para a Amazônia (SPA). Nos próximos meses, o Painel emitirá uma avaliação científica abrangente e inédita do estado da Amazônia, tendências atuais e recomendações para o bem-estar a longo prazo do ecossistema e de sua população.

Recentemente, uma versão preliminar do documento foi lançada para consulta pública. Como una respuesta a los desafíos que enfrenta el Amazonas, un grupo conformado por más de 200 científicos de la región, se han reunido para formar el Panel Científico de la Amazonía (SPA). En los próximos meses, el Panel emitirá una evaluación científica integral, única y primera en su tipo sobre el estado Amazonas, como también, se relacionará las tendencias actuales de la región y se destacaran recomendaciones para alcanzar el bienestar del ecosistema y su gente.

A formação de um lago, como qualquer outra obra humana, gera impactos ambientais, em escala maior ou menor dependendo do tamanho do empreendimento, levando a modificação do ecossistema, destruição da biodiversidade, alterações macro e microclimáticas, são esses fatores essenciais para disseminação de doenças causadas por bactérias, vírus, parasitos e vetores.

EVALUATION OF DENGUE CASES IN THE MUNICIPALITY OF ESTREITO (MA), CITY UNDER THE INFLUENCE OF THE ESTREITO HYDROELECTRIC PLANT

In section 4, in chapter 4.1.5 of this book, the article aims to assess the incidence of dengue cases in the municipality of Estreito/MA, a municipality under the influence of the Estreito HPP. This is a quantitative, epidemiological, descriptive and analytical research. The formation of a lake, like any other human work, generates environmental impacts, on a larger or smaller scale depending on the size of the project, leading to ecosystem modification, biodiversity destruction, macro and microclimatic changes, these are essential factors for the spread of diseases caused by bacteria, viruses, parasites and vectors.

New paper: Impacts of an Amazonian hydroelectric dam on frog assemblages

Pesquisadores do Instituto Nacional de Pesquisas da Amazônia (INPA) realizaram uma pesquisa pioneira na avaliação de longo prazo dos impactos de uma mega hidrelétrica, localizada na Amazônia brasileira, sobre as comunidades de sapos. Jussara Dayrell enviou o texto abaixo sobre artigo, o primeiro derivado de sua tese de doutorado:

“Os levantamentos de fauna associados às avaliações de impacto ambiental da hidrelétrica de Santo Antônio (Rondônia) estão entre os mais intensivos, bem planejados e de longo prazo já realizados no Brasil. É uma hidrelétrica com turbinas do tipo bulbo que requerem menos água e produzem um reservatório de tamanho reduzido (271 km2). Foi usada a base de dados do Monitoramento da Herpetofauna, compilado entre 2010 e 2017. Os dados foram coletados 2 anos antes, em áreas posteriormente inundadas pela hidrelétrica (estágio pré-inundado) e não inundadas (pré-não inundado), com intervalos logo após o enchimento (pós 1) e 2 anos depois do enchimento (pós 2).

Registramos 96 espécies de sapos. O enchimento da barragem da hidrelétrica teve pouco efeito no número de espécies. A composição de sapos nas áreas permanentemente inundadas pelo barramento do rio não se restabeleceu nas áreas remanescentes e 6% das espécies não foram mais registradas. As hidrelétricas de Santo Antônio e Jirau inundaram 118 km² de floresta de várzea. Com isso, nossos resultados mostram a necessidade de proteção das florestas de várzea afetadas por barramentos de hidrelétricas.

Nas áreas não inundadas, também houve mudanças na composição de espécies ao longo do tempo, com o ganho de espécies em 82% das parcelas amostradas, principalmente naquelas localizadas próximas da nova margem do rio Madeira. Esse aumento no número de espécies nas áreas remanescentes pode ser uma resposta à inundação das áreas baixas, pois, após o enchimento do reservatório, os sapos podem ter se deslocado às áreas mais próximas, aumentando o número de espécies registradas. Isso ocorre no período de reestruturação da comunidade após uma perturbação, onde algumas populações podem diminuir enquanto outras ocupam os novos ambientes.”

ABSTRACT

About 90% of the Amazon’s energy potential remains unexploited, with many large hydroelectric dams yet to be built, so it is important to understand how terrestrial vertebrates are affected by reservoir formation and habitat loss. We investigated the influence of the construction of the Santo Antônio Hydroelectric dam on the Madeira River in southwestern Amazonia on the structure of frog assemblages based on samples collected in two years before the dam flooded (pre-stage) and one (post1-stage) and four years (post2-stage) after its construction. We surveyed five 500-ha plot systems three times during each stage; in the pre-stage we sampled 19 plots in low-lying areas that would be flooded by the dam, (from now called flooded pre-stage plots) and 45 plots in terra-firme forest (from now called unflooded pre-stage plots). At the post1-stage we sampled the 45 unflooded plots and in the post2-stage we sampled the remaining 39 unflooded plots. We detected frogs by active visual and acoustic searches standardized by both time and sampling area. Few species recorded in the pre-stage flooded plots were not found in the pre-stage unflooded plots or in stages after flooding. However, the composition of frog assemblages based on relative densities in flooded pre-stage plots did not re-establish in plots on the new river margins. In unflooded areas, frog assemblages were distinct among the flooding stages with no tendency to return to the original assemblage compositions even four years after the dam was filled. For the areas that were not flooded, there was an increase in species richness in 82% of the plots between the surveys before dam construction and the first surveys after dam completion, and 65% between the pre-stage and surveys four years after dam completion. Lack of understanding by the controlling authorities of the long-term effects of landscape changes, such as water-table rises, means that studies covering appropriate periods post construction are not required in legislation, but the data from Santo Antônio indicate that changes due to dam construction are either long-term or difficult to distinguish from natural fluctuations. Future environmental-impact studies should follow strict BACI designs.

Na seção 4, no capítulo 4.1.4 deste livro, trata da análise do Uso da Terra com ênfase na perda da Biodiversidade do município de Santa Rosa do Tocantins, Estado do Tocantins, Brasil, tendo como base as alterações que estão ocorrendo na cobertura vegetal. Na pesquisa foi utilizado as técnicas de Sensoriamento Remoto com a utilização da imagem do satélite Landsat 8, sensor OLI, ano de 2015, resolução espacial de 30m, obtidas gratuitamente via site do USGS. De modo geral os resultados demonstram um grande avanço do uso agropecuário que interferiu, de forma direta, na perda e descaracterização da vegetação natural de Cerrado predominante no município.

ANALYSIS OF LAND USE AND LOSS OF BIODIVERSITY IN THE MUNICIPALITY OF SANTA ROSA DO TOCANTINS, TOCANTINS STATE, BRAZIL

In section 4, in the chapter 4.1.4 of this book, it deals with the analysis of Land Use with emphasis on the loss of Biodiversity in the municipality of Santa Rosa do Tocantins, State of Tocantins, Brazil, based on the changes that are occurring in the vegetation coverage. In the research, Remote Sensing techniques were used with the use of the Landsat 8 satellite image, OLI sensor, during the year 2015, using spatial resolution of 30m, that were obtained free of charge via the USGS website. In general, the results demonstrate a great increase in agricultural use that directly contributed to the loss and decharacterization of the natural Cerrado vegetation that predominates in the municipality.

Na seção 4, no capítulo 4.1.3 deste livro, o artigo aponta os impactos ambientais causados por linhas de transmissão de energia, implantados na região amazônica brasileira. O Artigo destaca que esses impactos causados não são realmente dimensionados, e causam extensas áreas de desmatamento. Estima-se que rede atual impacta 23.467 km2 de área de terra diretamente e outros 224.588 km2 indiretamente. Sendo que até 2026, estima-se que aumentará em 37% essa área atingida na região amazônica.

VARIATION IN ENVIRONMENTAL IMPACTS FROM TRANSMISSION LINES ACROSS STATES IN THE BRAZILIAN AMAZON

In section 4, Chapter 4.1.3 of this ebook, the article describes the environmental impacts caused by power transmission lines implemented in the Brazilian Amazon region. The Article highlights that these impacts are not really scaled up, and cause extensive areas of deforestation. It is estimated that the current network impacts 23,467 km^2 of land area directly and another 224,588 km^2 indirectly. It is estimated that this affected area in the Amazon region will increase by 37% by the year 2026.

O Livro amplia o debate sobre várias questões locais, regionais e nacionais, entre elas: o isolamento geográfico, ausência do poder público, o abandono social, a crise do setor elétrico e, de acordo com seu prefácio, demonstra que a coexistência de um setor privado que coloca a valorização do capital acima de sua responsabilidade social e de um setor público que se omite de sua função de fiscal e regulador são capazes de gerar para a sociedade situações de extrema vulnerabilidade e de grandes prejuízos econômicos. FROM BLACKOUT TO ERASED: ESSAYS ON THE AMAPA ENERGY QUESTION

We present this book, published in 2021, which brings a collection of studies on the blackout period that occurred in Amapá – Brazil, on November 3, 2020, in the middle of the pandemic period. It took about 3 weeks to re-establish the regular and permanent supply of electricity at 13 of the 16 affected municipalities in Amapá by the blackout, that was caused by a failure in the Macapá substation. The Book expands the debate on various local, regional and national issues, including: geographic isolation, lack of public power, social abandonment, the crisis in the electricity sector and according to its preface, demonstrates that the coexistence of a private sector that places the valorization of capital above its social responsibility and a public sector that omits its fiscal and regulatory role are capable of generating situations of extreme vulnerability and great economic losses for society. The book was organized by professors Jadson Porto, José Alberto Tostes and student for a master’s degree Andréa Figueiredo Gomes, and is composed of 7 chapters, all involving and contributing to the discussions of ADN.

Sabe-se que os ganhos econômicos da implantação das UHE`s não atingem toda a sociedade, mas sim aquela parcela que detém os meios de produção. Este trabalho demonstrou que os impactos sociais e ambientais negativos afetam mais especificamente aquela parcela da sociedade que não detém os meios de produção, que é o Circuito Inferior da Economia.

ENVIRONMENTAL AND SOCIAL IMPACTS OF HPP’S IN THE LOWER CIRCUIT OF THE ECONOMY

Chapter 4.1.2 of this book is an article that addresses the issue of how the negative social and environmental impacts caused by hydroelectric projects have a greater effect on the portion of society that is in the lower circuit of the economy. A survey was carried out with information from 24 hydroelectric plants. It is known that the economic benefits from the implementation of HPPs do not reach the entire society, but rather that portion that holds the means of production. This paper demonstrates that the negative social and environmental impacts affect more specifically that part of society that does not have the means of production, which are in the Lower Circuit of the Economy.

Impacts associated with hydroelectric projects in the Araguari River Basin – Amapá, Brazil

Chapter 4.1.1 presents an expanded summary of the authors’ research, which presents the main impacts associated with hydroelectric plants in operation in the Araguari River Basin – BHRA, Amapá. Fifty environmental impacts were associated with activities carried out in the planning, implementation, filling of the reservoir, demobilization and operation phases. Among these environmental impacts, five were considered positive, two were considered simultaneously positive and negative and the vast majority, forty-four, were considered negative. The text points out that the series construction of hydroelectric plants on the Araguari River, in its middle course, led to a series of environmental impacts that have not yet been fully quantifiable and that require further analysis.

Aponta que em geral, os impactos aos empreendimentos são atribuídos às ações humanas como barragens e desvios de rios, aquicultura, agricultura, desmatamento, mineração, sobrepesca e pesca industrial, entretanto, são relevantes aquelas representadas pelas tentativas de mitigar assas ações antrópicas, com destaque para o uso indiscriminado de sistemas de transposição e estocagem de peixes, também conhecidas como peixamento ou repovoamento. Dams and changes in fish and fisheries

Chapter 3.4 of the book, provides a brief explanation of the impacts caused by the construction of hydroelectric dams in aquatic environments, especially freshwater ecosystems. It highlights a study carried out by a professor who sought to summarize threats to the biodiversity of inland aquatic ecosystems in Brazil. The chapter highlights human actions, such as dams and river diversions, aquaculture, agriculture, deforestation, mining, overfishing and industrial fishing, as well as mitigation methods such as fish stocking or restocking. New paper on land cover change and dams on the land–water interface of the Tocantins River

Christine Swanson and Stephanie Bohlman recently published a paper in Frontiers in Environmental Science: “Cumulative Impacts of Land Cover Change and Dams on the Land–Water Interface of the Tocantins River.”

This was published as part of the special research topic “Riverine Biogeochemistry Under Increasing Damming: Processes and Impacts.”
